The Committee considered a report of the Director of Corporate Development regarding a review of fares.

 

Councillor Foulkes commented that undertaking the review of fares was a healthy start to Merseytravel’s scrutiny programme and a well-documented piece of work on this topic would be welcomed by customers. He referred to the young person’s affordability review currently being undertaken by Councillor Mary Rasmussen and suggested that the outcome be reported to the Committee.

 

Councillor Sharp agreed and also commended Councillor Rasmussen on the work that was being done. It was also imperative that the scrutiny review did not duplicate work already in progress and the findings of the young person’s affordability review would be incorporated into the overall review of fares.

 

Resolved that:-

 

(a)          the contents of the report be noted;

 

(b)          the Fares Review Terms of Reference be agreed;

 

(c)          Members be nominated to be involved in such a review after the Annual meeting on 27 June 2013; and

 

(d)          a final report be submitted to the Scrutiny Committee in September 2013, with any appropriate updates submitted in the interim.

To consider a report of the Director of Corporate Development concerning a review of the interface between the Authority and the transport operators.

The Committee considered a report of the Director of Corporate Development regarding the commencement of a review of the transport operator interface with the Scrutiny Committee and within the organisation.

 

Resolved that:-

 

(a)          the contents of the report be noted;

 

(b)          the Transport Operator Interface Review Terms of Reference be       approved;

 

(c)          Members be nominated to be involved in such a review after the      Annual Meeting on 27 June 2013; and

 

(d)          a final report be submitted to the Scrutiny Committee in September             2013, with any appropriate updates submitted in the interim.

Customer Satisfaction - Results Summary 2012/2013 pdf icon PDF 144 KB

To consider a report of the Director of Corporate Development concerning a summary of the 2012/2013 Customer Satisfaction Survey results.

 

 

Minutes:

The Committee considered a report of the Director of Corporate Development regarding a summary of the 2012/2013 Customer Satisfaction Survey results.

 

Councillor Foulkes sought clarification on how the survey data collected influenced future policy and planning, and aided decision making.

 

The Corporate Analysis Manager explained that once all results were received they were referred to the relevant divisions within Merseytravel who then liaised with the transport operators; as well as being incorporated into internal service plans. He had recently briefed Merseyrail Electrics on the detailed findings of a mystery shopper exercise, and necessary action was now being taken by them as a result.

 

The Director of Corporate Development added that all survey results were critical and used to inform Merseytravel’s Customer Strategy. The results of the Passenger Focus Autumn 2012 Bus Passenger Survey highlighted driver training as an issue; therefore training was now being undertaken with the bus operators and drivers as part of the Local Sustainable Transport Fund.

 

Resolved that:-

 

(a)          the contents of the report be noted; and

 

(b)          Heads of Service be instructed to utilise the results for future planning and service delivery

The Annual Statistical Monitor 1 April 2012 to 31 March 2013 pdf icon PDF 25 KB

To consider a report of the Director of Integrated Transport concerning the Annual Statistical Monitor, 1 April 2012 to 31 March 2013.

The Committee considered a report of the Director of Integrated Transport Services regarding the Annual Statistical Monitor for 1 April 2012 to 31 March 2013.

 

With regard to the decrease in bus and rail patronage levels Councillor Foulkes enquired as to whether the increase in fares was a factor and was advised that Merseyrail’s fares were capped in line with the retail price index as part of the franchise agreement, but the significant increase in bus fares could be attributed to the decrease in bus passengers.

 

Operational issues accounted for 47.4% of complaints received between April 2012 and February 2013 and Councillor Foulkes asked for clarification on what issues were included in the ‘Operation’ category. A full breakdown of the category would be provided to members of the Committee.

 

Councillor Carr commended the document but suggested that any use of bio-fuels by the bus operators should be indicated within the papers. He also reported that the Local Authorities were introducing taxi surveys, which was possibly something that Merseytravel could be involved in.

 

The Corporate Analysis Manager encouraged Members to contact him in future should there be any additional information they would like included in the Annual Statistical Monitor; and that with regard to taxi surveys, Merseytravel were always willing to work in partnership with any organisation.

 

Resolved that:-

 

(a)          the contents of the report be noted; and

 

(b)          relevant Officers be instructed to utilise the data in reviewing services and in discussions with operators, and to reference the Annual Statistical Monitor accordingly.

 

 

 

 

 

13.

Feedback from Scrutiny Workplan Workshop

To consider any feedback from the Scrutiny Workplan Workshop held on 29 May 2013.

 

 

Minutes:

The Committee considered a verbal report from the Director of Corporate

Development on the Scrutiny Workplan Workshop held on 29 May 2013.

 

The workshop was attended by members of the Scrutiny Committee in

order to plan the 2013/2014 work programme and followed the Scrutiny at

Merseytravel session held on 8 May 2013 for all Authority members.

 

Along with the two items that had already been identified; fares review and operator interface, the workshop highlighted Concessionary Travel and timetable information/cleanliness of network as two further areas for review.

 

Councillor Foulkes commented that all the areas identified would be of interest to customers. In order to assist with the reviews he suggested that all Authority members act as mystery shoppers when travelling on the transport network and enquired as to whether there was guidance available on what aspects to look out for that they could carry whilst travelling.

 

The Director of Corporate Development commended the suggestion and advised that guidance would be developed and submitted to the next meeting of the Committee.

 

Resolved that:-

 

(a)          the Scrutiny Workplan Workshop held on 29 May 2013 be noted;

 

(b)          the indicative scrutiny work programme for 2013/2014 be comprised of:

-       Fares review;

-       Operator interface;

-       Concessionary Travel; and

-       Timetable information/Cleanliness of network

with additional items to be added as required and agreed by the Scrutiny Committee; and

 

(c)          two further review panels be established to consider Concessionary Travel and Timetable information/Cleanliness of network, with the Terms of Reference to be produced and finalised at the first meeting of the respective panels.
