Declarations of Interest

Minutes:

          It was reported that no declarations of interest had been received.

Appointment of Chairperson

Minutes:

          The Interim Head of Paid Service opened the meeting and invited nominations for the appointment of Chairperson of the LCR Appointments and Disciplinary Committee. It was moved by Mayor J Anderson OBE, and seconded by Councillor B Grunewald, and:-

 

RESOLVED – That Metro Mayor S Rotheram be appointed Chairperson of the LCR Appointments and Disciplinary Committee.

Local Government (Access to Information) Act 1985

Minutes:

          RESOLVED – That under Section 100A (4) of the Local Government Act 1972, the public be exluded from the meeting for the following item of business on the grounds that it involved the disclosure of exempt information as defined in paragraph 3 of Part 1 of Scheduled 12A to the Act.

LIVERPOOL CITY REGION COMBINED AUTHORITY RECRUITMENT

5a

Appointment of Statutory Officers

To consider the report of the Lead Officer: Governance.

Minutes:

          The Committee considered the report of the Lead Officer: Governance, which recommended the following Statutory Officer appointments to the Liverpool City Region Combined Authority:-

 

·         Interim Head of Paid Service – Frank Rogers (Merseytravel);

·         Interim Monitoring Officer – Jill Coule (Sefton Council);

·         Treasurer – John Fogarty (Merseytravel); and

·         Scrutiny Officer – Sue Jarvis (Knowsley Council).

 

RESOLVED – That the Statutory Officer roles as set out in Section 3 of the report now submitted be appointed with immediate effect.

5b

Appointment of new Interim Head of Paid Service

To consider the report of the Lead Officer: Governance.

Minutes:

          The Committee considered the report of the Lead Officer: Governance which sought agreement to commence the process to appoint a Full Time Interim Head of Paid Service. It was reported that the appointment of a Full Time Interim Head of Paid Service would provide support to the Metro Mayor pending the appointment of a full time and permanent Head of Paid Service. Accordingly, the report set out key steps of how this process would be achieved.

 

          RESOLVED – That:-

 

(i)              the necessary process to secure the services of a Full Time Interim Head of Paid Service be commenced;

 

(ii)             delegate authority to the current Interim Head of Paid Service in consultation with the Combined Authority Metro Mayor to take steps to secure the services of a new Interim Head of Paid Service;

 

(iii)           following the recruitment exercise, the Appointments and Disciplinary Committee be asked to interview a shortlist of candidates for, and appointment to, the position of Full Time Interim Head of Paid Service.

Appointment of Full Time, Permanent Head of Paid Service

To consider the report of the Lead Officer: Governance.

Minutes:

          The Committee considered the report of the Lead Officer: Governance which sought approval to commence the process to appoint a recruitment consultant to assist with the appointment of the permanent Head of Paid Service.

 

          RESOVLED – That:-

 

(i)              the recruitment process to the full time, permanent Head of Paid Service position be commenced;

 

(ii)             delegate authority to the Interim Head of Paid Service in consultation with the Combined Authority Metro Mayor to take steps to procure a market appropriate Recruitment Consultant in accordance with the Combined Authority’s constitutional requirements;

 

(iii)           the position regarding the development of the necessary Terms and Conditions of Employment as set out in paragraph 3 of the report now submitted be noted; and

 

(iv)           following the appointment of the Recruitment Consultant a further report be brought back to this Committee to set out the scope, terms and conditions etc for the recruitment of the full time, permanent Head of Paid Service position.
