RESOLVED – That the minutes of the meeting of the Liverpool City Region Appointments and Disciplinary Committee held on 26 May 2017 be approved as a correct record.

Local Government (Access to Information) Act 1985

Minutes:

The Deputy Interim Monitoring Officer reported that due to the nature of the information contained in the presentation and in addition to the exempt paragraphs already outlined in the agenda, that paragraph 4 also be considered as an additional exempt paragraph.         

 

RESOLVED – That under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following item of business on the grounds that it involved the disclosure of exempt information as defined in paragraphs 1,2 and 4 of Part 1 of Schedule 12A to the Act.

Development of the LCR Combined Authority Senior Management Structure

To receive a presentation from the Interim Head of Paid Service which sets out the proposed Senior Management Structure for the LCR Combined Authority.

Minutes:

The LCR Appointments and Disciplinary Committee received a verbal presentation from the Interim Head of Paid Service which set out a draft senior management structure which proposed the establishment of the  following positions:-

 

·                LCR Combined Authority Chief Executive;

·                Director General of Merseytravel and Lead Officer Transport;

·                Director of Policy and Strategic Commissioning;

·                Director of Corporate Services; and

·                Director of Commercial Development and Investment.

 

          The presentation set out the key areas of responsibility and the proposed salary range for each position. Along with outlining human resources implications and setting out the next steps in the process.

 

          RESOLVED – That:-

 

(i)           the proposed Executive structure of the LCR Combined Authority as detailed in the presentation be agreed;

 

(ii)       the recruitment to several senior posts including the Head of Paid Service, Director and Chief Officer Posts commence immediately and for authority to be granted to this Committee to determine the appointment of such posts; and

 

(iii)      the remaining structure of the LCR Combined Authority be defined by the Interim Head of Paid Service, in consultation with the LCR Metro Mayor and the LCR Combined Authority Members and  implemented on the proviso that it be contained within existing defined budget.
