            RESOLVED – That the minutes of the following meetings of the Appointments and Disciplinary Committee be approved as a correct record:-


a)    15 September 2017 (Ordinary Meeting);

To consider the report of the Interim Head of Paid Service.


            The Committee considered the report of the Interim Head of Paid Service which provided an update on the key employment and resourcing arrangements which were required to be established for the Liverpool City Region Combined Authority.


            Frank Rogers, Interim Head of Paid Service, reported that to date the LCR Combined Authority’s workforce was employed through a variety of different mechanisms, which included staff being directly employed on permanent, temporary or fixed term contracts and seconded from constituent Local Authorities. He reported that consideration had been given to developing a bespoke set of terms and conditions for LCR Combined Authority staff. However, it was deemed that this approach could lead to inconsistency of terms and conditions for staff working on the same activities within Merseytravel and the LCR Combined Authority.


            To avoid these inconsistencies it was proposed that Merseytravel’s terms and conditions of employment be adopted for LCR Combined Authority employees.  A summary of the proposed key terms and conditions of employment for LCR Combined Authority employees was attached at Appendix B to the report now submitted.


            Metro Mayor S Rotheram, welcomed the proposals and acknowledged that this approach would remove uncertainty for staff and reiterated that during the course of this process the appropriate Trade Unions had been engaged and staff had also been kept informed of developments.


            RESOLVED – That:-


(i)        the contents of the report be noted;


(ii)       the progress on resourcing the Liverpool City Region Combined Authority’s staffing as at 31 May 2018 be noted;


(iii)      the future use of TUPE transfers where required be approved; and


(iv)     the adoption of Merseytravel terms and conditions of employment and pay practice as the permanent arrangements for the Liverpool City Region Combined Authority be approved.
