Declarations of Interest


            It was reported that no declarations of interest had been received.


Appointment of Chairperson


            The Head of Paid Service opening the meeting and invited nominations for the appointment of Chairperson for the Appointments Panel.


            RESOLVED – That Mayor J Anderson OBE be appointed Chairperson of the Appointments Panel.




Local Government (Access to Information) Act 1985


            RESOLVED – That, under Section 100A (4) of the Local Government Act 1985, the public be excluded from the meeting for the following item of business on the grounds that they involved the disclosure of exempt information as defined in paragraph 3 of part 1 of Schedule 12A to the Act.


Recruitment to the Posts of Managing Director and Chief Investment Officer for the LCR Combined Authority

To consider the report of the Head of Paid Service.


            The Appointments Panel considered a report of the Head of Paid Service which sought approval for the creation and recruitment of two interim posts for Managing Director and Chief Investment Officer for the Liverpool City Region Combined Authority.


            RESOLVED – That:-


(i)            approval be given to the creation and recruitment to the posts of Managing Director and Chief Investment Officer until June 2017;


(ii)          the salaries of the posts be:


Managing Director:              Up to £150,000

Chief Investment Officer    Up to £130,000


(iii)         if an individual currently employed by one of the constituent Liverpool City Region Local Authorities, or wider organisations, should be successful in being appointed to one of these posts, employment should be considered on a secondment basis. In addition, agreement should be made for a prompt release from their substantive role to take up Combined Authority duties at the earliest opportunity;


(iv)         the job descriptions and person specifications attached at Appendix A, B, C and D to the report now submitted be agreed;


(v)          due to the seniority of these roles, the posts be advertised externally. This will widen the candidate pool from which to select from. Advertisement will be via a dedicated microsite hosted on the Liverpool City Region Combined Authority’s website containing comprehensive recruitment information and documents. The posts will be promoted widely via the use of national media and specialist job boards;


(vi)         a dedicated implementation team manage all the elements of the executive recruitment function; and


(vii)        in the event that responses to any advertisement do not identify a suitable candidate consideration be given to exploring a consultant route.
