11/12/2019 - Pre-Development grant for Glass Futures, National Centre of Excellence, St Helens ref: 359    Recommendations Approved

To provide pre-development funding to St Helens Council to help the development of the commercial structure and subsequent design and planning application for the Glass Futures project.

Decision:

That the Director of Commercial Development and Investment and the Combined Authority Treasurer approved the allocation of £720,000 of funding from the Liverpool City Region Combined Authority SIF Pre-Development Fund to St Helens Council to undertake pre-development works connected to the creation of a new “national centre of excellence in glass” manufacturing facility.

06/12/2019 - LCR 104 - Kirkby Town Centre - Strategic Acquisition and Land Development ref: 358    Recommendations Approved

Knowsley Metropolitan Borough Council is undertaking the acquistion and securing development of sites within Kirkby town centre to support regeneration.

 

LCR Combined Authority is asked to approve the financal investment from the Strategic Investment Fund to support this project.

The Liverpool City Region Combined Authority:-

 

(i)         Approved the provision of funding of £10,000,000 from the Strategic Investment Fund (“SIF”) in support of the acquisition by KMBC of land owned by St Modwen in Kirkby Town Centre and the development of the proposed supermarket/retail scheme. Approved, in principle, making available a further £5,000,000 from the SIF to support further land acquisition or development by KMBC to regenerate Kirkby Town Centre, and noted that the release of any such funding will be subject to Knowsley Metropolitan Borough Council setting out a satisfactory business case, duly considered in accordance with paragraph 3.9; and

(ii)        Granted delegated authority to the Director of Commercial Development and Investment to finalise negotiations of detailed funding terms and associated agreements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

06/12/2019 - LCR 108 - Growing Business Visits and Events across the Liverpool City Region ref: 356    Recommendations Approved

Consideration of an extension to the grant funding request previously submitted to the Strategic Investment Fund (round 1), to support the development of a strategy and commercial subvention model, transitional subvention funding to attract internal and national conferences to the region.

 

The LCR Combined Authority approved the initial request at its meeting on 11 January 2019.

The Liverpool City Region Combined Authority:

 

(i)         Noted that the LCRCA agreed at its meeting on 11 January 2019, to invest a £572,833 revenue grant in the Growing Business Visits project to support the development by the Growth Company of a strategy and a commercial model to sustain conference subvention in the Liverpool City Region;

 

(ii)        an increase in Strategic Investment Fund (“SIF”) revenue grant funding support from £572,833 to £1,572,833 for use in the period set out in paragraph 3.9 of the report now submitted; and

 

(iii)       authority be delegated to the Director of Commercial Development and Investment, in consultation with Monitoring and Treasurer officers, to finalise negotiations of detailed terms of the funding materially in line with the existing grant funding agreement which was signed by all parties on 8 August 2019. Any material variations to the project as detailed in this report are referred back to the Combined Authority for consideration.

06/12/2019 - LCR 109 - Approval of SIF Funds for the Good Business Festival ref: 355    Recommendations Approved

To approve a grant funding request from the Strategic Investment Fund (round II) for up to £3m, to support the development and delivery of an international business festival in 2020 to focus on attracting internaitonal and local business/communities, to build relationships and showcase the key assets and capabilities from across the Liverpool City Region with a focus on social purpose.

Recommendation to approve grant support of £1.39m to fund the implementation of phase 1 of the LCR Smart Ticketing programme which will have a positive impact on the passenger experience across the Liverpool City Region bus network.

Recommendation to approve grant support of £3.5m to fund the Independently Powered Electrical Multiple Units (IPEMU) proof of concept. This is a key decision by virtue of the positive impact it will have on informing future power source options for trains on the Merseyrail network.

An additional £500,000 grant funding contribution towards the scheme has been requested from Sefton Metropolitan Borough Council to meet some of the increase in costs in relation to the scheme.
