15/05/2020 - Establishment of an emergency LCR Music Industry Support Fund ref: 383    Recommendations Approved

To confirm and put on notice with immediate effect:

 

·           an emergency fund, the ‘LCR Music Industry Support Fund’ shall be established in partnership with Culture Liverpool/UNESCO Music Office within Liverpool City Council. The fund shall be overseen by the LCR Music Board.

·           that the Combined Authority shall repurpose and allocate £150,000 from the approved LCR Music Industry Sector Development Pilot project (SIF, 20.03.20 CA decision), to support micro businesses and SME’s within the Music Industry who have been impacted by the Covid 19 pandemic.

Decision:

RESOLVED – That:

 

(i)           the decision of the Combined Authority made at its meeting on 20 March 2020 be varied to;

“Approve the provision of funding of £250k from the Strategic Investment Fund (SIF) to retain the Music Officer and fund time-critical elements of the intervention”

To the effect that the Music Officer is retained but that the time critical interventions described in the Full Business case are substituted by the establishment of an emergency ‘LCR Music Industry Support Fund’ in light of COVID 19 to the value of £150k.

 

(ii)          the advance payment of £150,000 to Liverpool City Council (LCC), from  the approved LCR Music Industry Sector Development Pilot SIF allocation  be payable with immediate effect, governed by an appropriate agreement, in order to make payments to successful applicants who are at immediate risk and hardship following the impact of the Covid 19 pandemic; and

 

(iii)         delegated authority be granted to the Directors of, Policy and Strategic Commissioning, Commercial Development and Investment to finalise negotiations as detailed funding terms and associated agreements for this fund to be re-purposed and consequential impacts on the intended grant funding agreements agreed on 20 March 2020, in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

29/05/2020 - LCR 139 - Acceptance of grant funding from Department of Transport to support recovery from COVID-19 restrictions ref: 382    Recommendations Approved (subject to call-in)

The LCR Combined Authority has received notification of a £12.662 million Highways Pothole & Challenge Fund grant to support further improvements to the highway network in 2020/21. 

 

The Authority is also awaiting confirmation of a share of a national £250m fund to support the delivery of short-term walking and cycling measures, to support the process of relaxing travel restrictions from COVID-19.

 

Accepting and allocating the funding constitutes a key decision by virtue of the level of funding at stake, and the funding will be disbursed across the city region.

 

This is warranted on the grounds of urgency, in order to utilise funding intended to support recovery from COVID-19 restrictions.  The disbursement of the funding cannot reasonably await consideration at the next scheduled meeting of the LCR Combined Authority

Decision:

The Liverpool City Region Combined Authority resolved that:

 

(i)           the confirmed £12.662 million Highways Pothole & Challenge Fund grant, intended to support further improvements to the highway network in 2020/21, as  referenced in paragraphs 3.1 and 3.2 of the report be accepted;

 

(ii)          notes that the Authority is awaiting a share of a national £250 million fund to support the delivery of short-term walking and cycling measures, to support the process of relaxing travel restrictions from the COVID-19 emergency as referenced in paragraph 3.6, and that the Authority has received notice of an indicative first tranche allocation of £1.974 million;

 

(iii)      acceptance of the funds referenced in (b) above when the levels or funding, and the terms and conditions have been confirmed by the Department for Transport be agreed;

 

(iii)         delegated authority be granted to the Head of Paid Service to take emergency action to formally secure and disburse the above funding sources across the six constituent authorities following acceptance and confirmation of the terms of the funds. This will be undertaken in consultation with members of the Combined Authority and the Portfolio Holder for Transport and Air Quality, and in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer;

 

(iv)         that the Highways Pothole & Challenge Fund will be disbursed in line with options set out in paragraph 3.5 and that the process of applying for, and disbursing the walking and cycling fund will be guided by the principles set out in paragraphs 3.8 and 3.9 of the report; and

 

(v)          that an update on progress is reported to future meetings of the Combined Authority.
