20/03/2020 - LCR 120 - Strategic Investment Fund - Grant Support to Vynova Runcorn LTD ref: 376    Recommendations Approved

Vynova Runcorn Ltd is one of the businesses on the INOVYN campus in Runcorn. It manufactures ethylene dichloride for export to be used in manufacture of PVC.

 

£3,000,000 grant is requested to support investment and improve energy efficiency in the plant.

Decision:

The Liverpool City Region Combined Authority resolved that:-

 

(i)        the provision of grant funding of up to £3,000,000 from the Strategic Investment Fund (“SIF”) in support of Vynova’s integration of new, more energy-efficient reactor technology into its existing industrial process;

 

(ii)       such support to be subject to implementing the recommendations of the Investment Panel, namely that robust conditions are agreed for the repayment of any funding should Vynova be able to exceed its business case; and

 

(iii)      delegated authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed funding terms and associated agreements in consultation with the Combined Authority’s Monitoring Officer and Combined Authority Treasurer.

20/03/2020 - LCR 121 - Runcorn Station Quarter ref: 375    Recommendations Approved

To seek approval of grant support in the region of £20m to fund Runcorn Station Quarter.

The Liverpool City Region Combined Authority resolved that:-

 

(i)        the full business case with provision of grant support of £18.2m for Runcorn Station Quarter from the Strategic Investment Fund be approved; and

 

(ii)       authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed terms of the funding and associated agreements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

20/03/2020 - LCR 131 - Strategic Investment Fund - Festival Gardens Remediation and Infrastructure ref: 374    Recommendations Approved

This project seeks funding to support remediation and infrastructure works on a contaminated brownfield site, to provide serviced plots enabling the future delivery of up to 1475 housing units.

The Liverpool City Region Combined Authority resolved that:-

 

(i)        subject to funding, the provision of grant funding to Liverpool City Council from the SIF for the Festival Gardens remediation and infrastructure project of £26,900,000, be approved;

 

(ii)       the funding conditions as set out in Appendix 2 be approved; and

 

(iii)      delegated authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed funding terms and associated agreements for the project specified at (i) and (ii) above in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

20/03/2020 - LCR 129 - Strategic Investment Fund - Music Industry Sector Development ref: 373    Recommendations Approved

Recommendation to provide grant support of up to £2,000,000 to Culture Liverpool in its ambition to deliver capacity to the Liverpool City Region Music Sector.

The Liverpool City Region Combined Authority resolved that:-

 

(i)        the provision of funding of £250,000 from the Strategic Investment Fund to retain the Music Officer and to fund time-critical elements of the intervention be approved;

 

(ii)       the remaining balance of the funding ask of £1,7500,000, subject to funding, on the condition that the monitoring and evaluation of the activity is robust enough to provide strong economic evidence to assess the success of this trial, supporting future interventions be approved; and

 

(iii)      authority be delegated to the Director of Commercial Development and Investment to finalise negotiation of detailed funding terms and associated agreements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

20/03/2020 - LCR 133 - M58 Junction 1 Improvement Scheme ref: 372    Recommendations Approved

An additional £889,000 grant funding contribution towards the scheme has been requested by Sefton Metropolitan Borough Council to meet some of the increased costs that have arisen.

20/03/2020 - LCR 134 - Households into Work Programme and Staffing Update ref: 371    Recommendations Approved

Request to extend contracts of delivery staff exceeds £150,000 and will have an impact across all parts of the City Region.

20/03/2020 - LCR 130 - Adult Education Budget Grant Funding Allocations 2020/21 ref: 370    Recommendations Approved

Members of the Combined Authority are asked to approve the indicative grant funding allocations to Liverpool City Region based General Further Education Colleges and Local Authority providers for the academic year 2020/21.

The Liverpool City Region Combined Authority resolved that:-

 

(i)        the methodology applied by the Liverpool City Region Combined Authority to calculate the indicative Adult Education Budget grant funding allocations for the academic year 2020/21 be noted;

 

(ii)       the indicative grant funding allocations to Liverpool City Region based General Further Education Colleges and Local Authority providers, as summarised in Appendix One be approved;

 

(iii)      delegated authority be granted to the Combined Authority Treasurer to agree any changes to those allocations identified in Appendix One following negotiations as outlined in section 4.7; and

 

(iv)      the retention and investment options identified for the facilitation funding as set out in section 4.4 be agreed and delegated authority be granted to the Assistant Director or Policy and Strategic Commissioning, in consultation with the Adult Education Budget Assurance Framework.

20/03/2020 - LCR 122 - Liverpool City Region Local Industrial Strategy ref: 369    Recommendations Approved

The Local Industrial Strategy has been in development and is now to be submitted to government for the sign off process. The document is important for setting an economic blueprint for the future of the City Region. It will be central to informing local priorities, guide out future investment decisions, and support national decision making.

The Liverpool City Region Combined Authority resolved that:-

 

(i)        the draft Liverpool City Region Local Industrial Strategy set out in Appendix One be approved;

 

(ii)       authority be delegated to the Assistant Director of Policy and Strategic Commissioning to make amendments post 20 March 2020 in order to finalise the strategy with government; and

 

(iii)      the Combined Authority plans to develop a detailed Implementation Plan following the publication of the Local Economic Strategy, which will be submitted to a future meeting for consideration.
