31/07/2020 - LCR 132 - Kindred ref: 393    Recommendations Approved

Approval is sought for grant support of up to £5,500,000 to Power to Change (Kindred) in its ambition to create a social investment vehicle for the Liverpool City Region. The aim of the vehicle will be to grow the social economy across the region.

Decision:

The Liverpool City Region Combined Authority resolved that:

 

(i)          subject to future funding availability of £5m to be allocated from SIFGainshare capital and £0.5m of Gainshare revenue be approved;

 

(ii)         up to £150,000 of this allocation may be used for the purpose ofurgent Covid-19 related support necessary to secure the long term objectives of the Project;

 

(iii)       subject to funding, entry into interim arrangements with Power to Change Trust (charity no. 1159982) (the “Supplier”) as the initial grant recipient to commence delivery of the Project be approved;

 

(iv)       subject to funding, the subsequent transfer of the Project and funding arrangements to the Kindred legal vehicle once governance arrangements are in place be approved; and

 

(v)        authority be granted to the Director of Commercial Development & Investment, in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer, to finalise negotiation of the detailed terms of any legal agreements with Power to Change and Kindred necessary to deliver the Project.

31/07/2020 - LCR 143 - Economic Recovery Plan ref: 391    Recommendations Approved

The Economic Recovery Plan sets out the Liverpool City Region’s response to the COVID-19 pandemic. The plan will play a central role in the City Region’s economic recovery by providing a basis on which to engage with Government on recovery matters, and an agreed local framework to guide, shape and inform recovery focused activities.

 

The LCR Combined Authority is asked to consider the post COVID-19 Economic Recovery Plan for the Liverpool City Region. The plan sets out signficant investment opportunities across the City Region to respond to the negative impacts of the pandemic and provide stimulus to the local economy. Due to the City Region wide transformational opportunities and level of investment presented to Government, approval of the plan as a framework for recovery is considered a key decision.

Decision:

The LCR Combined Authority resolved that:-

 

(i)        the Plan set out at Appendix 1 be noted;

 

(ii)       the need to regularly update the plan to reflect government’s own recovery planning and the evolving course of the pandemic be noted; and

 

(iii)      the actions already underway to progress actions within the plan be endorsed.
