04/10/2019 - LCR 93 - Strategic Investment Fund: Createch Scale-Up Programme ref: 339    Recommendations Approved

Recommendation to approve grant support of up to £3,486,400 to fund a programme of intensive support business for scale-up tech-enabled SME business in the Liverpool City Region.

Decision:

The Liverpool City Region Combined Authority agreed that:-

 

(i)                 a budget of up to £4,486,400 allocated from Gainshare Revenue (£3,150,260) and Gainshare Capital (£336,140) be approved;

 

(ii)               the appointment of the successful bidder following the conclusion of the procurement exercise (“the Supplier”) as service provider to deliver the programme be approved;

 

(iii)              authority be granted to the Director of Commercial Development and Investment, in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer, to finalise the terms of any legal agreements necessary to secure the services of the Supplier.

30/08/2019 - LCR 95 - Strategic Investment Fund: Inward Investment Facilitation Fund ref: 325    Recommendations Approved

Recommendation to approve the formation of an inward investment facilitation fund. The fund would provide grant support to incentivise employment and productivity enhancing inward investment projects by small and medium sized enterprises into the Liverpool City Region.

Decision:

The Liverpool City Region Combined Authority agreed that:-

 

(i)             the provision of a grant fund of up to £4,500,00 (the Inward Investment Facilitation Fund, “I2F2) be approved; and

 

(ii)            authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed terms of the fund and associated agreements in consultation with the Combined Authority Monitoring Officer and the Combined Authority Treasurer.

04/10/2019 - LCR 91 - Strategic Investment Fund: Brexit Resilience Fund ref: 338    Recommendations Approved

Recommendation to approve the formation of a Brexit liquidity fund of up to £15,000,000. The fund would issue short term loans to Liverpool City Region enterprises that have been directly affected by terms of trade changes precipitated by a no-deal Brexit and therefore is conditional of a no-deal Brexit scenario occurring.

Decision:

The Liverpool City Region Combined Authority agreed that:-

 

(i)             a loan fund be approved to deal with Brexit implications for SME’s of £15m (the Brexit Resilience Fund);  

 

(ii)            £5m of SIF resources be committed with immediate effect and delegated authority be granted to the Portfolio Holder for Inclusive Growth and Third Sector and the Director of Commercial Development and Investment to commit the remaining £10m as demand for funding occurs; and

 

(iii)          Authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed terms of the Fund and associated agreements in consultation with the Combined Authority Monitoring Officer and the Combined Authority Treasurer.

Recommendation to approve the formation of the Flexible Growth Fund of up to £20,000,000. The Fund would issue soft loans to incentivise employment and productivity enhancing projects by incumbent Liverpool City Region enterprises. This is a key decision by virtue of the quantum and community impact of the finance provided.

The Liverpool City Region Combined Authority agreed that:-

04/10/2019 - LCR 89 - Liverpool City Region Local Cycling and Walking Infrastructure Plan ref: 336    Recommendations Approved

The Combined Authority is being asked to approve the Local Cycling and Walking Infrastructure Plan which sets out a ten year vision for improving cycling and walking across the Liverpool City Region. The levels of funding associated with the delivery of the plan are likely to be sufficient. The plan is also City Region wide in its coverage, thus meeting the community impact criteria.

Decision:

The Liverpool City Region Combined Authority agreed that the LCR Local Cycling and Walking Infrastructure Plan (LCWIP) as set out in Appendix One to this report, which seeks to clearly articulate the City Region’s vision, plans and priorities for a strategic cycling and walking network over the next ten years be approved.

04/10/2019 - LCR 86 - Statement of Common Ground ref: 335    Recommendations Approved

The adoption of the Liverpool City Region Statement of Common Ground for the Combined Authority, the 6 constituent Authorities and West Lancashire (an Associate Member). The constituent authorities and West Lancashire will also adopt the Statement through their own Corporate procedures.  The Statement of Common Ground sets out how the signatory authorities will work together on spatial planning policy development.  This is a requirement of national legislation / guidance.

Decision:

The Liverpool City Region Combined Authority agreed that:-

 

(i)         the LCR Spatial Planning Statement of Common Ground be adopted;

 

(ii)        the Metro Mayor be authorised to sign the Statement of Common Ground on behalf of the LCR Combined Authority;

 

(iii)       delegated authority be granted to the Senior Head of Service – Policy and Strategic Commissioning the agreement of minor word changes if proposed by other Liverpool City Region Authorities as part of their adoption procedures, or required to update the document; and

 

(iv)      the 7 Local Authorities also adopt the LCR Statement of Common Ground through their own Local Authority procedures.

04/10/2019 - LCR 84 - Skills and Apprenticeships Hub ref: 334    Recommendations Approved

The Combined Authority will be asked to approve the funding of the Skills and Apprenticeship Hub.   It will provide a ‘one-stop shop for skills advice and support’ across the Liverpool City Region. The funding sought from the Combined Authority is up to £4m. It will have a community impact across the Liverpool City Region, aiming to raise skills levels.
