01/11/2019 - LCR 102 - Developing a Liverpool City Region Air Quality Action Plan ref: 348    Recommendations Approved

The draft Liverpool City Region Air Quality Action Plan is a non-stautory document which supports the collective efforts of the Local Authority and its public and private partners in tackling poor air quality across the City Region.

 

The action plan includes actions of a financial nature that are the responsibility of the LCR Combined Authority and the report is Liverpool City Region wide in its geographical coverage.

Decision:

The Liverpool City Region Combined Authority:

 

(i)             endorsed the draft, interim Air Quality Action Plan set out within Appendix Two to this report now submitted;

 

(ii)            reiterated its support for taking urgent, collective action to tackle poor air quality across the city region, linked to its commitments around Climate Emergency, net zero carbon by 2040 and key messages in the emerging Local Industrial Strategy around clean growth; and

 

(iii)          a draft final version of the Air Quality Action Plan ahead of the end of the 2019/20 financial year be received, following pre-decision scrutiny by the LCR Combined Authority’s Overview and Scrutiny Committee.

03/10/2019 - LCR 106 - City Centre Connectivity 1 ref: 340    Recommendations Approved

An additional £1.75m contribution towards the scheme has been requested by Liverpool City Council. This value exceeds the £150,000 trigger for a key decision.

 

The request also includes a proposed change in scope to the original City Centre Connectivity scheme which will impact on two wards within the Liverpool City Region namely Central and Everton wards. These two wards are on the boundaries of the Churchill Way Flyover demolition site.

The Liverpool City Region Combined Authority:

 

(i)         noted that the LCR Combined Authority agreed to invest £38.4million to the City Centre Connectivity 1 scheme in October 2017;

 

(ii)        the changes requested, to increase the SIF support from £38.4m to £40.15m be agreed and recognised the change in scope; and

 

(iii)       granted delegated authority to the Director of Commercial Development and Investment to finalise negotiations of detailed terms of the funding and associated agreements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

01/11/2019 - LCR 107 - SIF: Provision of Grant Supporting to the Manufacturing Technology Centre's Digital Manufacturing Accelerator (LCR DMA) ref: 346    Recommendations Approved

The LCR Combined Authority will be asked to approve grant support of up to £14,959,000 to The Manufacturing Technology Centre. The grant will be used to co-fund the development and construction of the LCR Digital Manufacturing Accelerator. This will be based at Liverpool Science Park and STFC Daresbury.

(i)         approved the provision of grant support of up to £14,950,000 to the Manufacturing Technology Centre; and

 

(ii)        authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed terms of the funding and associated agreements in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

01/11/2019 - LCR 103 - Strategic Investment Fund - Light Industrial Projects ref: 345    Recommendations Approved

The LCR Combined Authority issued supplementary SIF gudiance seeking projects that would deliver new light industial workshop accomdation (under the Light Industrial Programme) across the city region.

 

Approval is now sought for a package of eligible projects that have passed the SIF appraisal stage: totaling a maximum SIF grant investment of £5m.

The Liverpool City Region Combined Authority:-

 

(i)         the provision of grant funding from the Strategic Investment Fund (SIF) for each of the following four projects up to the amount specified be approved as follows:

·       Brookfield Park, Ph 2 (Liverpool) - £1,092,247;

·       Gerards Park, Ph 2 (St Helens) - £1,040,029;

·       Image Business Park (Knowsley) - £861,069;

·       Magazine Point (Wirral) - £766,943

 

(ii)        the funding conditions set out in Appendix 3 be approved;

 

(iii)       the progress of the Sutton Fold project be noted and the project applicant be requested to demonstrate deliverability by 31 May 2020 in order for a decision to be taken regarding SIF grant funding for the project; and

 

(iv)      delegated authority be granted to the Director of Commercial Development and Investment to finalise negotiations of detailed funding terms and associated agreements for the projects specified at (a) and (b) above in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer.

01/11/2019 - LCR 94 - Strategic Investment Fund: Agent Academy ref: 344    Recommendations Approved

Recommendation to approve grant support of up to £706,000 to fund the expansion of a digital, creative and tech (DCT) employability programme for young adults in the Liverpool City Region.

 

This is a key decision by virtue of the quantum and community impact of the finance provided.

(i)         grant funding of up to £706,299 allocated from SIF Skills Capital (£121,388) and Gainshare Revenue (£584,911) be approved; and

 

(ii)        authority be granted to the Director of Commercial Development and Investment, in consultation with the Combined Authority Monitoring Officer and Combined Authority Treasurer, to finalise negotiation with the Sponsor of the detailed terms of the legal agreements necessary to deliver the project.

01/11/2019 - LCR 105 - Liverpool City Region Housing Statement ref: 343    Recommendations Approved

The adoption of the LCR Housing Statement will impact on the communities in all 6 constituent Local Authorities through provision of improved housing choice and quality; meeting the challenges of an ageing population; regenerating the Liverpool City Region’s more deprived neighbourhoods; improving the quality of renting; and tackling homelessness.

 

The adoption of the Statement will also support long term public service reform and the delivery of other City Region objectives, including those around inclusive economic growth and climate change mitigation.

01/11/2019 - LCR 73 - Acceptance of Additional EU Grant and Extensions of Existing Programmes ref: 342    Recommendations Approved

This request meets the key decision criteria as it request the approval of the receipt of additional EU grant to be awarded to the LCR ESF Ways to Work programme. If approved, this will also have a community impact on more than 2 wards in the area as the project will support unemployed and inactive residents across the City Region.

Decision:

The Liverpool City Region Combined Authority agreed that:-

 

(i)         the additional European Social Fund grant outlined in Table 1a within the report now submitted and for which the LCR Combined Authority acts as the Accountable Body is formally accepted;

 

(ii)        the end date of the existing ESF Ways to Work programme as detailed in Table 1b within the report now submitted be agreed;

 

(iii)       the onward grant awards of additional money to relevant partner agencies listed in Table 2 of the report now submitted be agreed; and

 

(iv)      delegated authority be granted to the LCR Combined Authority Treasurer and Monitoring Officer to sign relevant variation to grant funding agreement letters and agree any necessary amendments to these schemes during the period of their delivery.
